Dr. Mustafa Turhan completed his undergraduate studies in Geodesy Engineering at Karadeniz Technical University in 1975. He received his master’s degree in Industrial Engineering from Gazi University in 1985, and a second master’s degree (M.Phil) in Economics from the University of Sheffield, England, in 1987. He completed his doctorate in Economics at Karadeniz Technical University in 1988.
Alongside his academic career, he held senior positions in public administration for many years. Between 1980 and 1993 he worked as an expert at the State Planning Organization (DPT); he then served at the General Directorate of Energy Affairs (1993-1994), as a Board Member of Etibank (1994-1995), and as Board Member and Director General of the Turkish Electricity Generation and Transmission Corporation (TEK-TEAŞ) (1994-1996). During this period he also served as a Board Member of the Turkish Atomic Energy Authority (1996-2003) and as Deputy Undersecretary of the Ministry of Transport (1996-2002), and between 2003 and 2006 he was Acting Director General of Railways, Ports and Airports Construction (DLH).
In addition to his public service, Turhan pursued his academic activities as a faculty member at Beykent University (2003-2006) and Okan University (2006-2020); since 2023 he has been a faculty member at the University of Mediterranean Karpasia. In the private sector, he has served as a board member of Yalınkaya Holding, Pregold Madencilik A.Ş. and Flaş Enerji A.Ş., and as Chair of the Executive Board of Troy Holding.
His research and publications cover a broad range of fields, particularly economics, investment models, organizational management and growth dynamics. He has published numerous articles in international peer-reviewed journals on topics such as economic growth, capacity utilization, the stock-flow matrix and the performance analysis of state economic enterprises. His academic books include Yöneticiye Notlar (2022), Yatırım Modellerine Ait Teorilerin Uygulanmasında Analitik Yaklaşımlar (2018), Ekonomik Gelişmeler Işığında Bankalarda Örgütsel Yönetim (2014), İş Dünyasında Başarı Faktörleri (2011) and Türkiye’nin Büyüme Dinamikleri (2011). Also interested in literature alongside his scientific work, Turhan is the author of the poetry books Bir Akrebin Aşkı (2000) and Sevgilerim Herkese (2023).
